会议背景
2012年11月国务院正式批准在昆明举办中国—南亚博览会,“中国—南亚智库论坛”作为系列活动之一已经纳入首届中国-南亚博览会,并于2013年6月成功举办,取得了良好效果。会议共同签署了《昆明共识》,并提出2014年继续举办中国-南亚智库论坛。
中国与南亚各国自古以来就有密切的商贸往来和人文交流,历史上中国就有南方丝绸之路、北方丝绸之路、海上丝绸之路连接这个地区。2013年,中国与周边国家共同提出了建设丝绸之路经济带、海上丝绸之路“一带一路”的构想。互联互通在地区合作中正在并将发挥日益重要的作用。如何传承丝绸之路的精神和文化,构建新丝绸之路,加强经济和人文的互联互通,推动中国与丝绸之路沿线各国的合作与发展,是具有现实意义和长远意义的课题。
智库之间的合作与对话是推动地区合作不可或缺的内容。在当前的周边形势下,形成一个机制化的中国面向南亚及周边国家智库的长期对话平台,有助于增进中国与这些国家的沟通与交流,从而进一步增进互信。在2013年成功举办第一届“中国—南亚智库论坛”的基础上,我们将再次邀请中国、南亚和其他周边国家的重要智库代表和高层学者聚首昆明,在第二届“中国-南亚智库论坛”上就“互联互通——构建新丝绸之路”进行深入的研讨。

主题:互连互通——构建新丝绸之路
议题: 1、丝绸之路与周边国家
主要讨论历史上的北方、南方和海上丝绸之路沿线国家和地区的沟通与交流,以及由此建立的友好关系。
2、新丝绸之路与经济走廊
集中研讨在全球化背景下,丝绸之路周边地区如何通过经济走廊的建设,加强经济合作,文化交流,共享地区发展的成果;沿线各国如何共同合作,重新开通丝绸之路。

CONCEPT NOTE
BACKGROUND
The year of 2013 has witness the launching of China-South Asian Exposition in Kunming, which is a great step forward for the enhancement of people to people contacts among China, South and Southeast Asian countries. Alongside with the 1st China-South Asia Exposition, the 1st conference for the China-South Asia Think-Tank Forum (CSA-TTF) is a success in formulating a mechanised think-tank dialogue, by signing the Kunming Consensus. It is in this document that all participating institutions and delegates agreed that the 2nd CSA-TTF conference is to be convened in Kunming in June 2014.
China and South Asian countries have long history of extensive trade and cultural exchange. Since ancient times, there are Northern, Southern and Maritime Silk Road linking China with South Asia. In 2013 China and its neighbours proposed the idea of Silk Road Economic Belts and Maritime Silk Road. Connectivity has always been an essential element in regional cooperation. The inheritance of the heritage by the Silk Road and the building of New Silk Roads, has practical and long-standing significance to a strengthened economic cooperation and people-to-people exchange for the cooperation and development of China with the countries along the Silk Roads.
The dialogue and cooperation among the think-tanks is the indispensable element to promoting regional cooperation. In the current global and regional scenario, formulating a mechanised platform for think-tank dialogue for China with South Asian and other neighbouring countries will help enhance interaction and cooperation for China with South Asian and other neighbouring countries. We will continue with the effort by inviting major think-tanks in China, South Asian and other neighbouring countries, as well as eminent scholars to join hand in Kunming, to share their views on “Connectivity: Building the New Silk Road”.
THEME AND TOPICS
Theme Connectivity: Building the New Silk Road
Topics 1、The Silk Roads and the Region
Review on the historical interaction and exchanges among the countries and regions along the Northern Southern and Maritime Silk Roads, and the friendly relation as a result of the these interaction and exchanges.
2、The New Silk Roads and Economic Corridors
Discuss on how the countries and regions along the Silk Roads, with outlook for establishing economic corridors, to strengthen economic cooperation, cultural exchange and share the fruit of regional cooperation; and most importantly, how these countries and regions, in the scenario of globalisation, could join hand to revive the glory of historical Silk Roads.

4. A scanned copy of your passport, and send to us before 30th April 2014.
The full paper shall be submitted before 10th, May 2014.
PARTICIPATION
Eminent scholars from famous universities and research institutions who are influential in policy making, are invited to contribute their thoughts and views. We shall be happy to provide local hospitality for all the participants.
We shall be happy to cover the cost for local accommodation, local hospitality arrangement and local transportation arrangement during the conference from 5th to 7th of June 2014. The participants shall kindly bear the international airfare.
